The dealer said it was probably from a stone chip. I wanted the chrome bumper over the painted one because I thought it was a tougher material. Apparently GM switched from the standard chrome dipping procedure to a water based one.
If the second bumper also develops rust spots, I will have a 3M clear wrap installed on the new one. Just to protect it once the warranty is out.
Definitely annoying to have the front of a truck so fragile.
