rear wiper turns itself on and off or not at all

the wiper handle in the steering wheel the rear wiper option is on the end of the handle. Sometime when I turn on windshield wipers they rear starts up on its own. OR it does not work when I turn it on for the rear. I think there is a short in the mechanism
