Receiving a "service trailer brake system" message while in motion on both highway and city streets when applying brakes both with and without tow\haul mode engaged. There is a recall notice #14515 on this vehicle and the NHTSA site says that all recalls have been performed. What am I to do?

Truck was at full throttle brakes would not stop truck diesel engine over powered brakes. Found gas peddle under floor mat luckly I put in nuteral and turned off ign glad my wife or kids were not driving death trap

Sierra 2500 8-cyl Diesel

All four brake rotors are corroded on one side. Over 50% of the friction surface is missing. Vehicle was taken to GMC dealer clyde revord motors in everett Washington for inspection. Dealer's conclusion was "verified customers concern and found all 4 rotors do have corrosion on them as the rest of the under carriage shows normal signs of road contamination. No creating a safety issue." I took exception to this and contacted GMC customer care hotline and started case # [xxx]. GMC attempted to work this issue but failed to recognize or correct the serious safety issue with the brakes. I have photos of the condition and the original parts if desired.
