rear seats won't fold down

My car 4 years old but I have an extended warranty (up to 5 years) offered for free by honda after my standard warranty expired last 2015. I live 2,400 kms away from the honda dealer so I always have my car service at toyota service center in our place. this is also the advice of the honda dealer manager when I bought the car that I can have my honda serviced in any japanese car dealer in our place Broome WA 6725 and they will honor the warranty. Now that I have a problem with the rear seats parts and when I rang honda service center in Perth where I bought the car, I was advice that they will not honor the warranty because they said now that warranty will only be honor only if they were service by them.

I wish honda will help me with this....
