brakes not stopping soon enough. getting hard

We bought this Kia Optima in Oct. 2015, new vehicle with 200 miles on odoemeter. We thought it odd that the dealer didn't offer us a test drive after since we have owned itwe had already made the deal. So in Jan. 2016 the brakes started getting hard when I mashed the pedal and almost wont come to a complete stop when I need to almost causing me to have an accident. Also the brakes have been making a noise like metal to metal rubbing since we have owned it.
