I believe this is a quality defect, I found it out when I was fueling, the issue should have been there all the time. The dealer showed me the similar car, it has the same issue: when you turn right half way, the driver side front tire scratches the fender. Dealer has no solution, but say it's normal.
The potential safety issue will be in the winter time, when ice stays on the tire, it will definitely tear the fender off
