Power steering fails intermittently on startup. Sometimes it works, sometimes it does not. Sometimes shaking the steering wheel while cranking helps but some days the power steering won't work at all.

Seems to be related to driving through a severe rainstorm and water getting to the electric power steering rack and maybe fouling a sensor or connector.

Dealer diagnostics was inconclusive, recommendation was to start by replacing the steering power rack (the most expensive part) to see if that would fix it. if not then continue replacing items at my cost.
