wipers locked in up position

The rope seal for the windshield was left hanging out of the windshield during manufacture. They had tarred it up and balled it, then pressed it flat against windshield. I hardly noticed at purchase and thought maybe it was just a piece of sealant. Later, as the weather wore into and diluted the tar/sealant it exposed about 2 inches looped of rope seal. The dealership had my car for 2 weeks looking at this and other issues. They said it was just the cowl panel seal and they replaced the cowl panel and delivered the car back to me yesterday. This morning my wife started the car and let it warm up for 10 minutes. It was about 34 degrees F. Our car has the cold weather package so it defrosted the windshield, mirrors, etc. Once she got in to wipe the water from the windshield the wipers did not complete a full cycle. They made it to the furthest position then did not return to the bottom of the windshield. The wiper motor could be heard to be clicking. I called roadside assistance and they were to pick up the car but the dealership asked that I cancel, drive the car to my work (I had my wife drive my exceptional Prius C that has had 0 issues beyond initial alignment) and they would send a tech to repair. I'm awaiting the repair now.
