Camry XSE 2.5L

I started noticing that with the cruise set at 80 on the interstate the car has always ran at 2000 RPM. When the car has to downshift to go up an incline, it will go up to around 3000 RPM, but once on level ground the car will stay at 3000 RPM, unless I turn the cruise off, let the car finally get back down to 2000 RPM and slowly get back up to speed. The tach needle is ALL OVER THE PLACE! It will go from 2000RPM, up to 3000RPM then drop down to 500 RPM, back up to 3000 and slowly fall back to 2000. Toyota Field Tech says the car is allowed to hang at a RPM for up to a minute before it shifts back down, but I have to manually make it shift back down. I'm suppose to receive a call tomorrow from the Dealer to see if Toyota will do something about all the issues I've had with TWO 2018 Camry's this year alone that they still can't figure out a fix for. If they don't do something I will be leaving the dealership and going straight to a different manufacture that actually cares about its brand and loyal customers.
