Like the owners have stated the headlights at low beam are piss poor. If you have the headlights at low beam, you can't even see stop or street signs unless you have the brights on. Toyota needs to get a fix on it now, unless someone is going to be injured. Otherwise it's a great car.
Update from Jan 18, 2019: I called Toyota and they said no one has complained about the headlights. I told them that the headlights are going to cause someone to have an accident because of the poor illumination.

The low-beams at night are downright dangerous, especially for windy roads. Switching to hi-beams is not a "fix" as it blinds other drivers. The pattern emitted by low-beams is an ongoing issue that causes me to avoid driving at night if at all possible.

It's done this since (night) one. Toyota should swap the bulbs or otherwise come up with a solution.

The standard XLE trim halogen headlights are unsafe, especially the low beams. The low beams create a very strange band of light ahead of the car that makes a distinct light/dark line above the road surface.
This dark line in the center of your field of vision makes it very difficult to see clearly at night using the low beams, especially driving downhill on roads that feature a series of ups and downs. On such a downhill, the area of illumination ahead of the car is very short and unsafe, and it is necessary to use the high beams to see the road. This can be a safety issue for oncoming traffic, even if the auto dimming feature is used, because that feature does not always dim the high beams in all situations. In decades of driving, I have never seen such strange low beam headlights. During the car shopping process, most people don't test drive a car at night, but they definitely should in this case.

We recently purchased a 2017 Toyota Rav4 LE. The first time we drove this vehicle at night we were shocked that, when using low or high beams, a dark area appeared across the entire windshield obstructing our vision. It is impossible to drive at night and feel safe. When you go up and down small hills, the darkness moves up and down as well, and is very annoying. We contacted the dealer and they said this was the way the car was made. They would do nothing and,in fact, told us that they didn't own the car anymore and that we should complain to Toyota; that if enough people complained perhaps they would have a recall. Frankly, we are afraid to drive this vehicle at night.

The automatic lights do not come on. The car dealership in Irving Texas says it is to bright for the lights to come on. They were working when we took in for the pre-collision breaking system. (which the task # 181150113). SO NOW THE LIGHTS DO NOT WORK.
