The 2002 Volvo S60 had sat outside during the duration of a very hot day. While waiting stopped at the parking lot stop sign about to enter road traffic a sound resembling an uncoiling spring was detected and the seat belt tension let go and the belt went slack onto my lap. There car was not in motion while this event occurred.

The front passenger seatbelt retracted and would not move to engage the passenger. It was stuck in place. The dealer examined it and said it was not possible to fix because it is a 'closed system' and would need to be replaced. They would charge over $650 to replace it for parts and labor.
