This problem may be covered under warranty. Ask your Toyota dealer.
The car now has 72,000 miles, which is beyond the warranty, which means I am responsible. The last time I complained, the car had around 60,000 miles. The dealer told me the noise was coming from a rubber boot or cover in the front end. I did complain to the service follow up person for Stokes Brown Toyota, Bluffton SC.
I have since found out from two Rav 4 owners they have the same problem, which was told to them as a potential safety problem and the cars were fixed at no charge. Obviously this safety problem has been taken to lightly by Stokes Toyota and the car should be fixed at no charge,
Toyota should be responsible for this defect and safety hazard.
