seat belt hard to get locked in place

I love my car, it's a chevy , it's red and it has lots of room. The problem is the seat belts, the driver's side does not secure completely, never tight enough and it slips up to my neck , I'm forever pulling it down in place. the passenger side latch works but it takes several times to get it to do so. I have to keep pushing the red button several times before it catches.
