Windshield wipers fail to work properly when in use. This would cause driver's view to become obscure. Windshield wiper moves very slowly for clearing windshield. Manufacturer and dealer know of problem, but refuse to repair it. Went to litigation after having an accident due to faulty windshield wipers.
