Silverado 1500 Hybrid 4WD 8-cyl

When I turn the steering wheel normally from left to right I hear a clicking noise as I turn. The service manager at the dealership stated that there is a ring in the steering column that works with the airbag. He stated that it cannot be fix and that is the way it is. When I told him that other sliverado's that I drove did not make the noise he said that some are louder than others but there's nothing he can do the fix it. Could the ring be defective" if so will it affect the airbag"
