Front windshield wiper will not turn off. Problem started with intermittent non-stopping, but has now progressed to full time non-stopping of windshield wipers. Rear wiper works fine.

Because front wipers won't shutoff, the right wiper blade failed and the metal arm scratched the windshield. I have not been driving with this condition---it just happened and all went South!
