The dealership tells me that the seat belts will not activate unless there is impact. I would like you to open an official complaint, since I have tested several other cars, and they do not require impact before the seat belt stops. In other cars, the seat belt can be pulled quickly, and the belt immediately stops. In my minivan, the belt just continues out. Have also tried braking suddenly, and the selt belt does not get activated. This is true for all 4 captain seats in my car. Have researched on web site www.unsafebelts.com - as per this web site, the Chrysler 1999 minivan is unsafe since it uses gen3 type belts. Request you to evaluate.
