Nitro R/T 4.0L

Recently purchased a 07 Nitro during major snow storm I found out my wipers did not work. Stupid me I never checked them when we purchased the vehicle. Found out it had a recall for the wiper TIPM which had been done in 2010 but now this part has failed again and is not working almost causing an accident no wiper in a snow storm not good. I called about this part and was told since the part had been fixed (not) I would have to purchase it. I understand that the vehicle is older but if Dodge knows this part is bad which it is because the new part or parts have already failed I think they should stand behind there recall no matter what even if it takes more than one try to fix the problem. What is it going to take more people to get hurt driving there products?
