the power steering motor is going

I would like to know what do I do about getting my power steering column fixed without having to pay R 28,000 as you know the milage on the vehicle is very low to have this problem.. I bought this car from my gran who bought it brand new never had an accident and now out of the blue this problem occurs.. I know its a manufactering problem from fiat... And would like it fix but I dont know what to do or where to go by doing this.. Because I do not have R 28,000 and seeing that this is a manufactoring problem I should not be liable to fix this
