The contact owns a 2000 Ford Crown Victoria. When the contact deactivates the windshield wipers, they will not completely return to the off position. The wipers remained upright on the windshield. The defect began sporadically, but now occurs whenever the wipers are activated. The dealer stated that the failure was related to NHTSA campaign id number 00V138000 (visibility:windshield wiper/washer). The dealer stated that the VIN was excluded from the recall and nothing could be done. The failure and current mileages were 84,000.

Windshield wipers failed durning heavy rain. Ford dealer could not locate cause of failure as wipers started to work again after car sat idle for 15 minutes in Ford serivice bay. Ford dealer said they could only correct if they failed and stayed broken. Not good adivice when your driving 65 miles on an interstate in heavy rain. I think this is a mojor safty item. You have to be able to see.
