Contact states while riding as a passenger in front or back when moving forward or the brakes are pressed the seat belt will lock and will not release. Until the seat belt is released the occupant moves trying to release the tension. This causes the tension to keep getting tighter. The only way to release the tension in the seatbelt is to unlatch the seat belt. The service dealer stated the seat belts were working properly. It continued to happen and the vehicle was taken back to the service dealer, they stated this was a design failure and there was nothing that could be do about it. The consumer has not contacted the manufacturer.
