Honda CRV air conditioner stopped working. Took to Honda dealer. They advised A/C system had " imploded". would cost $1,200 to $2,000 + to replace and insure that system is cleaned of all metal particles.

I own a 2004 Honda CR-V and I am in need of a seat belt extender for a passenger with a disability. I've been informed by my local dealership that Honda does not make an extender for the CR-V as "it's against the law". my passenger cannot secure the seat belt without an extender and this therefore could be/is a major life or death safety issue. Other manufacturers provide them (Chrysler, Ford, GM). Is Honda correct or in violation of any federal requirement to provide one free of cost as other vehicle manufacturers do? thank you.
