Insight Touring 1.5L

I have had a crinkling noise happening in the the left center vent since the beginning of my ownership of this car. The Vent has been replaced twice but nothing has fixed the problem. It's more apparent when running A/C through the vent rather than heat, but it happens during both. The vent was supposedly re-designed to fix this but the new replacement has not fixed the problem.
