Wrangler Sahara Unlimited 3.6L V6

My garage driveway has a slight incline so that ice and snow will build up right outside the door. I noticed that when pulling out of my driveway that the brakes would not engage unless I was either in 4WD or my front wheels hit the dry payment. I tested this several times and it didnt appear the back brakes were engaging. I took it in to the dealership and they said it was working within specifications. Apparently Jeep doesnt consider 4 working brakes as a problem?

I've put 43,000 miles on my Jeep since then and going to have my pads changed. If there is a clear sign of improper wear I will advise Jeep again that their service technicians are not properly trained as to how to diagnose a problem.
