MAZDA5 4-cyl

The third row seatbelts in my '09 Mazda 5 being totally unusable for children and some adults, including myself. The seatbelts are positioned so high and so far forward that they are completely unsafe, therefore unusable. The problem is masked with a high back booster seat but even with a high back booster seat, when I jerked against the seatbelt to make it lock, there was at least 6 inches of motion forward and side-to-side before the seatbelt locked. When I tried this with a high back booster in the 2nd row, there was motion only 2 inches forward and none side-to-side. The seatbelt problem is totally unacceptable and am shocked there hasn't been a recall. There also isn't latch in the third row so how am I supposed to put anyone back there?
