I had the horn looked at, and the unit itself is fine; it's the wiring/sensor on the steering wheel that does not work. If it was the unit, I would just replace it and move on, but this issue will cost much more to fix. I'm afraid of even going to the Toyota dealership, I guarantee they will rip me off. I'm going to wait it out and trade in for a new vehicle soon.
