Forester Limited 2.5L Boxer

Every morning I crest the top of a hill before coming into town about 1/2 mile away. The downhill drive undulates a little, but reaches a slight rise right at the village limit (I guess) where the speed limit drops from 35 to 25. I play a little game every day trying to coast (in Drive, but with cruise control off and no throttle pressure) from the top of the first hill and reach the 25 MPH Speed Limit sign doing exactly 25MPH. For several months the key was to start down the hill at 29MPH, and I'd hit the sign at exactly 25, engage cruise control, and never had to use my feet at all. Lately I've had to start out faster -- not much (in the low 30s), but the car is definitely slowing down faster than it used to. Tires are OK, no change in vehicle weight, nothing I know of to account for it. Also, my mileage has dropped from 27.6 to 23.4 over the same route I take every day. I'm just curious as to what it might be.
