passenger seat buckling

This passenger seat looks like the seat of a used car, not a car that is 2 months old with 2,300 miles. Dealership blames the manufacturer. Manufacturer says it is within reasonable limits. They dont sell new cars with this issue. They fix them. This needs to be fixed. BTW, the manufacturer rep stated that they know this is an issue with these seats but has yet to fix them.
