Dealer attempted fix using existing GM service bulletin. They replaced rear brake pads and rotors. Brake noise still appears in wet weather. After driving about a block or so, the noise stops until I park and drive again.
Dealer says that they can do nothing more since GM has no further service bulletin issued for this problem.
Update from Jan 18, 2018: GM say that they can do nothing more beyond what the dealer has already done. The brake noise still exists in damp and wet weather.

I did buy my car 2017 encore brand new. it is a shame I have to hear this loud noise in foggy or rainy weather.
My purchase was greatly thought out, my first choice was a cadillac and the buick was second. I waited a long time to buy, now this is what I get, a defective suv and no one will help repair the Problem.
