Air bags did not deploy during and accident with damage to the drivers side front area by the wheel, the impact caused the drivers head to break the windshield and the passenger hurt her legs real bad. Why didn't the air bags deploy?

The contact owns a 2007 Buick Rendezvous. While driving approximately 65 mph between two 18 wheelers, the vehicle rolled over eight times and crashed into a tree due to the air current from other vehicles. The contact's forehead struck the steering column and caused severe head injuries. The vehicle was destroyed and the air bags failed to deploy. A police report was filed. The vehicle was towed to a wreck yard. The dealer and manufacturer have not been notified. The VIN was unknown. The current and failure mileages were 13,000.

The contact owns a 2007 Buick Rendezvous. While driving approximately 25 mph, the contact rear ended the preceding vehicle. The driver's seat belt did not lock and the air bags failed to deploy. The driver injured her chest and left knee. The contact drove the vehicle to the dealer and they repaired the front end of the vehicle; however, they stated that the seat belts were in working order. The contact was informed that the crash was not severe enough for the air bags to deploy. The dealer stated that if the brake pedal is not depressed, the seat belt is not supposed to lock. The manufacturer stated that since the dealer stated that the seat belt was not defective, nothing could be done. The failure mileage was unknown.
