'no power steering' message

I was driving from Columbus to Mansfield OH on Feb 10, 2016 in my 2013 Cadillac ATS at 29,081 miles on the car, going 70 mph on highway, got to exit 173 and snow started to fall so heavy, cars going 10 mph, so I was .09 away from ramp. I needed to get off to go to friends house, got off ramp and was going up hill at 35 mph in the snow, and car just stopped in middle of one way rd. The dash said "no power steering" no indication before this that it was going to stop. When it did I couldn't back up to put in reverse nothing car didn't move, called 911 three times, making sure cops could block the road for me, people tried to pass but couldn't due to icy roads, stood outside in blizzard for an hr and 45 minutes waiting for tow truck, he then took it to closest dealer. Talked to the manager of service. He got the car and said to me " I cannot duplicate the problem so for that I cannot fix the car"

I told him I don't feel safe in the car, and want to buy another vehicle. At that time, he gave me a price of ten thousand for my car, towards another car, which was crap, I said its worth $20,500.00 its in excellent condition. He said "you told me you are scared to drive the car, and for that customers would be scared to buy the car. Quote" I am very disappointed in this whole situation. I could have died. when looking online for the same problem that I have with my vehicle I see 14 other complaints, how is there no recall in place?

Update from Feb 21, 2016: One wk later Feb 20, 2016 I was going 35 mph in Columbus, Oh and engine light came on. Took to the nearest dealership which was Chevron in Delaware, Ohio. Talked to David he threw on computer and it showed a problem "Exhaust Camshaft Position (CMP) Actuator Solenoid Control Circuit" They are going to fix it, not sure if it was connected to the "no power steering" from Feb 10, 2016 where car totally stopped without warning when going up a hill.
