frame is rusted so bad that it will not pass a safety

This is supposed to be a high end luxury car. After tens years and 170,000 kms, it cannot be safety certified. The rust on the frame is so bad that my mechanic has trouble finding a good location on the frame to hoist the car. Is it safe to drive? When the frame lets go, will it cause an accident? Shall I drive it to the wreckers?
