Research shows that in June 1998 GM changed the sail roof adhesive which after a few years of sun/heat exposure began bubbling thru the paint (looks like rivets trying to pop thru the paint) and seeps out. When driving in sunny warm weather the adhesive dribbles towards the rear due to being pushed by the wind. The sail top must be waxed after each drive. Waxing only removes the adhesive streaks, the bubbles remain.
A local body shop stripped the paint, treated the sail top and re-painted in May 2013. Immediately after driving the first time on a warm May 2013 day, the bubbling / adhesive streaking began again. Other than that the car runs good. It is garaged always and only has 32,000 miles on it now.
