Cavalier 2.2L

I would just like to know how to fix this problem, when I turn on the headlight's they do come on but when I click on the bright light's switch the light's go off and will not come back on until I flip the bright light switch off, I am not sure what is causing this but could sure use some help with this problem, thank you!
