Car has rust spots all over the hole car

Manager says the will fix the first time but then it is our cost if it come back. is this new GM warranty? Plus we added the electric rust protector on the car since new. They say it's from train brake dust or just bad metal. Why is this our problem? Will not buy again if this is not resolved.

Update from Mar 29, 2014: My wife doesn't even want the car or drive it any more. I don't think this is my problem. She is very unhappy and wants to return car.
