2000 Chevrolet 12 passenger Express van: One of the seat belts in the vehicle has been replaced 3 times and continues to malfunction by locking in the fully retracted position. This has caused one passenger to ride without a seat belt on a return trip. Chevrolet no longer will honor the warranty on this safety related part.
