After a total of six hours diagnosing the scratchy rattle in my free time I have isolated it to occuring at 50 M.P.H. and up when heading into the wind. I believe the additional air pressure on the winshield is causing the audible issue down low on the left (driver's side). With a stethoscope I have isolated the issue within two inches of the right of the V.I.N. (vehicle idenification number) tag. Pull the winshield next? I need a service appointment and a rental car I suppose. Its round and round time.
