Silverado 2500 HD 6.0L

This motor was rebuilt, after installation there is no oil pressure until the RPM is at least 1200. Even after the rebuild I have replaced the oil pump and sump in the motor. The new pump was primed and yet the problem remains! ANY IDEAS?
