Problems with windshield wiper equipment working intermittently. The windshield wipers were working, then all of a sudden stopped working for about 10 seconds, then had come back on. There was a recall that did not include the consumers VIN. A computer chip was found to be defective. The wipers were intermittent and hesitated in the rain from one second up to thirty seconds at no particular interval.
