rust bubbles under the paint along the edge of the hood

I bought this car with 5 miles on the odometer. My first brand new car. I figured it would last me at least 15-20 years. Just discovered bubbling under the paint along the edge of the hood. My car is no longer under warranty. I am now on a fixed income and don't have the money to get the issue fixed. I should have bought a Buick or a Honda!!!
