Aspen Limited 5.1L V8

I can't get the back hatch or tailgate to come up so how am I suppose to put things in the back, like groceries or suitcase and etc? I read that this is a problem on this particular vehicle so why hasn't it been recalled? How can it be fixed without costing a lot?
