rpm shoots way up before shifting to new gear

This is the second time the problem of the shifting came up. I took the vehicle back to the mechanic. He said Chryslers had this problem, but it shouldn't have lost it's memory again. He reprogramed it again with the "Quick Learner" and it corrected the problem again.
