All dashboard lights, interior and exterior lamps flicker when no even on, including high beams, wipers turn on when in off position. VERY inconvenient and UNSAFE!!!!!!! anyone know the solution?

The flickering lights happen when the wipers are on delay - If the wipers are on Low or High it does not happen. -All the lights interior and exterior flash on and off.

I have a 2002 dodge dakota quad cab that has about 90,000 mi. on it. just the other day the headlights, interior lights and tail lights started flickering. Today, headlights do not come on, interior lights (dim) flicker and power door locks do not work.. has anyone else had this trouble??
Update from May 5, 2011: realized that this trouble was only happening when the truck had been warmed up for a while( setting in the sun, running for a while)... I actually found the answer from someone else's post( can't remember if it was this site or not) the control module (behind the kick panel on the drivers side) was bad. The post that i had read indicated that it was a bad capacitor( how he figured that out i don't know). anyhow, a simple test .. a cranked the truck up in the morning when it was cool and no lights flickering and took a hair dryer to the control module to warm it up...... sure enough in a few minutes the interior lights started flickering. went to dealer and had him replace the control module..... no problems since....... on the lighter side, since i verbally told the mechanic what i did to prove it bad, he basically did that in the shop and told his boss that's how "he" figured out the problem.

WELL IT IS TOTALLY DESAPOINTED AND SAD GOING FOR A 3.5HRS ONE WAY DRIVING WITU MY FAMILY AND AT NIGHT TIME WHEN TIME TO LEAVE KNOTICE THAT THE CAR HAS A PROBLEM OF THIS MUGNITUD AND NOT HABLE TO DRIVE IT AND GO BACK HOME BECAUSE OF NO LIGHTS ON IT.
I GUESS IS NOT REALLY MUCH TO SAY, ANYBODY WITH THIS CAIN OF PROBLEMS AND DISSAPOINTMENTS WOULD IMAGINE HOW SAD THIS IS.
I HAD TOOK THE CAR TO 3 MACHANICS AND NO ONE HAS HAD FOUND THE PROBLEM YET SO ANY SUGGESTION ON WHAT THIS COULD BE OR HOW TO FIX THIS ISSUE WILL BE APPRECIATED.
THE TRUCK CAN NOT BE DRIVEN AT NIGHT TIME BECAUSE OF THIS FRICKEN PROBLEN.
