peeling chrome/ front bumper /top center

I mainly want to know if dodge will repair peeling chrome. should be warrantied since it didnt hold up past a few thousand miles and yes it reflects badly on a OTHERWISE BEAUTY they should offer a free fix

its easy to see that this truck was not prepped correctly before it was painted. the paint does not stick to the surface. dodge should be embarrassed by this paint job.paint should never just peel off in large strips.
