rack and pinion failure rack and pinion failure

I was changing the oil in January and noticed that there was fluid leaking on the seal of the rack and pinion (tie rod ends). I took it to the dealership, finally, today (4/11/18) and they said that there is a power steering slow leak. They recommended eventually replacing the rack and pinion and tie rod ends, total estimate was about $925.00. I will contact Dodge and see if they will recognize this as a defect?
