1998 Dodge Grand Caravan. Consumer writes in regards to unsatisfactory service on vehicle. The consumer stated a few weeks ago, the air bag light illuminated, and the horn and cruise control stopped working, the consumer took the vehicle to the dealer, along with a copy of the safety recall letter regarding problems with the clockspring. After an hour, the dealership informed the consumer the problem was with the electrical system, not the clockspring and that it would take more than two hours to troubleshoot the electrical problem, and there would be a charge to diagnose the problem, plus the repair charges. The consumer refused their offer. A few days later, the consumer took the vehicle to another establishment, where the mechanic's first reaction was the clockspring. An hour later, the clockspring was replaced and all of the lost functionalities were restored.

Dealership indicated that the air bag clock spring recalled part was on a nation wide back order when consumer called to make an appointment. Consumer informed the dealership that air bag light was on. Dealership replied there was nothing they could do about the problem. Consumer had vehicle inspected by a local mechanic because a noise developed in the steering column. Mechanic determined that clock spring was bad, and vehicle shouldn't be driven until clock spring was replaced. Mechanic contacted a dealership, who sent him the recalled part.

Re: recall # 02V293000: I have a 1989 Dodge Grand Caravan. It is readily evident to me that the clockspring assembly has recently failed. Air bag light is on, horn does not work, cruise control does not work. The local dealer informed me that my van was not covered by the recall [xxx], which is puzzling. If I am in a crash and I or my family is injured due to safety-related failures, I suppose Dodge could have easily prevented the same and diminished their liability by fixing this problem under the recall. I don't believe that I should have to pay money out of my pocket for something that is clearly a manufacturing problem. The dealer said he would file a complaint w/ DaimlerChrysler, but a response could take up to 2 weeks. Air bag light flickered intermittently and later stayed on permanently. Horn works intermittently. Dealer diagnosed as faulty clock spring same as other daimler Chrysler recalled minivans. This particular model & year was not recalled, but should be as identical problem is well documented. This is a highly dangerous problem and should be recalled. Dealer stated that many similar cars (not recalled and recalled) have same problem. Repair cost approximately $198 at dealer.
