Grand Caravan LX 3.3L V6

There is a high pitched whine that lasts apprx 1 minute. This happens whether the van is running or not. It occurs at one of these times each hour ... 03, 23, 43. Additonally, on the 12th of each hour the van will beep twice. Again the van does not need to be running for this to happen.
