Intrepid

I have a 93 intrepid and I have had the fuel pump and fuel filter and spark plugs replaced. the problem is is that it will not always start on the first try some times it does but other times it takes me sometimes up to 7 tries to get it going. I was wondering if this would be a starter problem or a fuel injection problem
