I need new headlights units at no cost to me now. I cannot see and no matter what I do it is no better. It's gonna kill me or someone. Any ideas?

Long list of repairs on 1999 Dodge Intrepid

Moisture build-up in headlights. Didn't fix because Dealership quoted headlight assembly's at around $400.00. Moisture not as troubling as milky lenses making visibility poor. Learned to polish lenses with compound and buffer on regular basis.
