For whatever reason, Chrysler/Dodge Intrepids are known for their crappy quality headlights. The plastic used is of low quality, and fogs very quickly. You can buff them using polish to get rid of the discoloration, but it is a pain in the ass, however a lot cheaper. If you have the funds, spend the extra dough and buy an aftermarket headlight assembly.
